PARKING RULES

Parking Enforcement Policy

A new parking enforcement policy will go into effect on December 15, 2004. Below is a description of the policy.

Parking Permits:

There will be four levels of parking permits:

  1. Annual Permit: One will be issued to the owner of each unit. An owner may assign the permit to a renter, if desired. A $50.00 deposit will be required of the renter. Complete vehicle information must be on file in the office and a signature acknowledging receipt and understanding rules is required. These permits will be affixed and changed annually. Every permit holder will acknowledge receipt and acceptance of the parking rules and regulations. Three violations during a year will result in the revocation of the permits.
  2. Seasonal Permits of 90 days duration will be issued to renters between April 15th and December 15th. These permits will cost $50.00, plus a $50.00 deposit and may be renewed between the allowable dates. Seasonal Permits will not be issued to owners with an Annual Permit. Seasonal Permits will be affixed to the vehicle. Seasonal Permits with three or more violations will not be renewed.
  3. Vacation Permit: A permit for 1 to 14 days will be issued without charge to vacationers with rental cars provided they are registered in the office and provide all required information. Vacationers staying beyond two weeks will require a Seasonal Permit. These permits will also require a signature of acceptance. Vacation Permits will be paper with complete vehicle information and unit number.
  4. Temporary Permits: Will be issued by the security guard to those rental cars arriving during hours that the office is closed. Permits issued on Friday will be valid through the weekend.

Enforcement:

A designated staff person will be assigned this responsibility. Each morning there is to be an inspection of the parking areas and a log kept of all violations. Bobby’s Towing service will be called on demand for booting or towing.

Bobby’s Towing will also run random checks of the parking from midnight until 7:00 am and will boot or tow vehicles in violation at that time. If your vehicle is booted or towed you will need to call Bobby’s Towing at 776-2515 or 690-4673

Level of enforcement:

  1. Warning notices to first time violators for minor infractions. Parking over the lines, etc.
  2. Second time or more violations a $25.00 tickets, payable by the vehicle or unit owner.
  3. Any violation of fire zone or no permit, towing.
  4. Second time or more violations of fire zone or no permit, towing, plus $50.00 ticket.
  5. Repairs, in parking lots, other then minor emergency repairs, $100.00 fine payable by the vehicle or unit owner.


The security gate guard must log in ALL cars by license plate number and destination. Cars will also be logged out.

Definitions:

Oversized Vehicle: Any vehicle that will not properly fit by width or length into a lined parking space.

Commercial Vehicle: Any vehicle with commercial message applied, including name, logo, etc.

The above vehicles may park only in the lower St. Kitts lot.

Parking Committee:

The Parking Committee will be a standing committee to administer the implementation and enforcement of the rules and to adjudicate any disputes regarding improper booting or towing that cannot be resolved by the manager.

Parking Rules

ALL VEHICLES THAT WILL BE PARKED ON THE PREMISES OVERNIGHT MUST BE REGISTERED WITH THE OFFICE. Because of our limited parking situation it is imperative that our PARKING RULES be adhered to. TOWING OR BOOTING IS AT THE OWNERS EXPENSE.

  1. ONLY ONE ANNUAL PARKING PERMIT WILL BE ISSUED PER UNIT to the unit owner. Owner may assign the permit to a renter of that unit with the payment of a $50.00 deposit.
    • Seasonal Permits for ninety days will be issued to renters from April 15th to December 15th at a cost of $50.00 plus a $50.00 deposit. Renewable between the above dates. Seasonal Permits will not be issued to owners.
    • Vacation Permits for 1 to 14 days will be issued without charge to vacationers with rental vehicles.
    • Temporary Permits will be issued to rental cars by the gate guard if the office is closed.
  2. Annual and Seasonal Permits must be placed on the driver’s side of the front windshield. Temporary and Vacation Permits will have an expiration date and must be left in plain view when the vehicle is parked on the premises.
  3. ALL OVERSIZED AND COMMERCIAL VEHICLES ARE TO BE PARKED IN THE PARKING AREA BELOW ST. KITTS BUILDING, OPPOSITE THE DUMPSTERS.
  4. All vehicles must have a valid Virgin Islands License Tag and Inspection Sticker and be in operable condition.
  5. Vehicles with loud, noisy mufflers or engines are prohibited.
  6. All vehicles must park between the yellow lines. All spots with diagonal yellow lines are reserved parking or no parking areas.
  7. VIOLATIONS:
    • Warning notices for first time minor infractions.
    • Second or more times violations, $25.00 tickets payable by vehicle of unit owner.
    • Any violation of FIRE ZONE (red curb) or no permit, TOWING.
    • Additional violations of fire zone or permit, towing plus $50.00 ticket, payable by vehicle or unit owner.
    • Repairs in parking lots, other than minor emergency repairs, $100.00 fine, payable by vehicle or unit owner.

ANY VEHICLE BLOCKING THE FLOW OF TRAFFIC WILL BE TOWED AT THE OWNER’S EXPENSE. RED ZONES NO PARKING ZONE AND ARE FOR EMERGENCY FIRE, POLICE AND MEDICAL
